2002 වසරේ සිට මානසික රෝගී තත්වයෙන් පසුවන මොහුව, 2013/04/28 ඉරිදා, උදේ 9.30 පමණ ඉඟිනියාගල පොලීසියේ පොලු මුගුරු රැගත් දහ පහලොස් දෙනෙකු විසින් වටකර අල්ලා - අමානුෂික ලෙස පහර දී තිබේ.එසේ පහර දීමෙන් පසුව ඉඟිනියාගලපොලීසියට ෙෙනවිත් පොලු මුගුරු වලින් යලිත් පහර දී, රථවාහන බැටරියකින් කකුලට ගසා, කකුල කඩා දමා තිබේ.
බරපතල තුවාල ලැබ සිහිසුන් තත්වයට පත්වීමෙන් පසුව ඉඟිනියාගල රෝහලට ගෙන ගොස් තිබේ. ඉඟිනියාගල රෝහල මොහුගේ තත්වය බරපතල බැවින් අම්පාර මහ රෝහලට ඇතුලත් කර ඇත.
තවමත් ඔහු අම්පාර මහ රෝහලේ ප්‍රතිකාර ලබන අතර, මානසික රෝගයට ද ප්‍රතිකාර ලබා දීම සිදු කරයි.

මේ ආකාරයටම 2009 මැයි 02 වන දින තම පුතාට ඉඟිනියාගල, පොලීසිය පාර දිගේ ඇදගෙන යමින් පහර දුන් බව ඇය වැඩිදුරටත් කියා සිටියේය.
ඒ පිළිබඳව ජනාධිපතිට පවා පැමිණිලි කළ බවත් එයින් කිසිදු ප්‍රතිඵලයක් නොලැබුන බවත් ප්‍රකාශ කරන ඇය - 2013 මැයි 28 ඉරිදා, තම පුතාව වටකර පහර දීම සම්බන්ධයෙන් අමම්පාර සහකාර පොලිස් අධිකාරීවරයා හමු වී සිදුවන්නට යන අපරාධය වලක්වාලන ලෙසට ඔහුගේ හෝයුරියක් ඉල්ලා සිටියදී - ඔහු, හත්දවසේ දානයට ලෑස්ති වෙයන් කියා, ඇයව පන්නාගෙන ඇති බව කියා සිටියේය.
මෙම සිද්ධිය මේ වන විට ඔවුන්,ජේ්‍යෂ්ඨ පොලිස් අධිකාරී වරයාට හා මානව හිමිකම් කොමිෂමෙ අම්පාර කාර්යාලයට පැමිණිලි කර ඇත.
2013/05/04 වන දින ජේ්‍යෂ්ඨ පොලිස් අධිකාරී වරයා පැමිණෙන බවත්, නිවැසියන්ට නිවසින් පිට නොගොස් රැඳී සිටින්නට උපදෙස් ලැබුන බවත්, එහෙත් කිසිවෙකුත් පැමිණියේ නැති බවත් ඇය වැඩිදුරටත් කියා සිටියේය.

Villagers in Inginiyagala, Ampara are living in fear of the police as police officers are said to be arresting persons and beating them up before releasing them.

One such incident occurred last Thursday when Sergeant H.M.Samarasinghe of the Signal Corps of the Kondavattawan Army camp finished his duties around 8 p.m. and walked through the ali-oluwa bridge where he had met a friend who had applied to join the Navy.
According to him, a police jeep had suddenly stopped near them and police officers in civvies had ordered them to go into their houses. As he entered his house he heard shots being fired and immediately he left his house and walked in the direction from where the sound came, he said.
He said the police had then arrested him and taken him to the police station. He was then beaten up by police officers, who gave a deaf ear to his pleas, he said. Later the police had said his arrest was a mistake and forced him to sign a blank document, which he was compelled to do. He was later dropped by the bridge and he then got himself admitted to the hospital with several injuries, the sergeant said.
Several such incidents have been reported where arrests made by the Inginiyagala police have later been proved to be of innocent persons.

Dear friends,The Asian Human Rights Commission (AHRC) has received information that Mr. D M Upali Dissanayaka (43) of No: 7/B, Ambagahawella, Paragahakelle, Ampara was illegally arrested and severely tortured by the police officers attached to the Inginiyagala Police Station on 4 April 2011. A team of policemen went to the village of Upali and brutally assaulted him and then arrested him. He was brought to the Ampara General Hospital but the police officers prevented the doctor from examining and treating Upali despite the fact that he was hemorrhaging with several injuries. Instead they obtained a document signed by another doctor and brought Upali back to the police station. The next day he was released on police bail. Upali was then admitted to the Ampara General Hospital and treated for two days. He complained to the Human Rights Commission of Sri Lanka (HRCSL) but still no investigation has been initiated. The police forced him to settle the matter and told him that they had paid the medical expenses. However, Upali is seeking justice against perpetrators. This case is yet another illustration of the exceptional collapse of the rule of law in the country and the abysmal state of the HRCSL.
CASE NARRATIVE:

As it was the New Year celebration period several villagers were playing cards. At around 11pm several police officers including Police Constable (PC) Roshan, Police Sergeant (PS) Lal, Weerakoon , Chaminda, Karu of the Civil Defense Force all attached to the Inginiyagala Police Station arrived and started to brutally assault the persons in that place with batons. The victims of this assault suffered multiple injuries. Upali was among the injured. Then the police officers arrested Upali and six others and brought them to the police stations at about 2.00 a.m. Then they were detained in cells and later officers forced the detainees to sign documents those were not recorded from them. The content of the documents were not explained nor were they allowed to read them.
Then police officers brought all the detainees to Ampara General Hospital at 3.00 am. The officers first went to a lady doctor who was on duty and talked privately. Then the detainees were produced but the doctors did not examine or talk to any of them. The detainees were made to wait two yards away from the doctor. Then Upali observed that doctor was signing several documents. Later police officers brought all the detainees back to the police station. Before they were taken back Upali pleaded with the doctor to give some medicine for his injuries as he suffered severe pain. But the doctor shown no interest and kept silent. Upali learned that doctor worked in connivance with the police officers.
Then at 10.30am Upali relatives arrived to the police station and he was released after signing for a police bail.
Upali made a complaint to the Sub Office of the Human Rights Commission at Ampara on the violation of his fundamental rights against the police officers in which he clearly mentioned the names of the perpetrators.
Then as his condition was severe he was admitted to the Ampara General Hospital and doctor advised him to be admitted for further treatment. He was treated there for 2 days and discharged on 6 April 2011.
While he was treated in the hospital two police officers of Inginiyagala Police Station came to him and suggested that they come to a settlement so that he would not to proceed against them. The officers told him that they were ready to pay for medical expenditures. But Upali refused.
Upali seeks justice and protection. He is in fear of his life as he did not agree to the police officers to settle his complaint against them at the HRCSL.
